BACKGROUND Electronic means of identification and digital verification in Europe are increasing, and the current eIDAS Regulation 2.0 sets down the legal basis and defines the framework conditions necessary for this process. Germany now needs a path toward eIDAS-compliant infrastructure.
That is where the EUdi Wallet
project picks up. It is developing a personal digital wallet that citizens and organizations can use to securely identify themselves digitally in the future. A concept for an overall German system for implementing the eIDAS Regulation is currently being developed and tested in an open consultation process, and the proposed system also includes a digital wallet.
The project aims both to promote user acceptance by actively involving the public and civil society and to develop sustainable operating models for government-issued or certified wallets. In addition to developing ideas for how to fund the operation of the wallet, the project also intends to define general criteria for the EUdi wallet, including data protection standards and use cases.
WHAT WE DO The Federal Ministry of the Interior and Community (BMI) is leading the project on the path to digital identity with SPRIND’s support and advice. Based on our previous experience and with the support of the Federal Office for Information Security, we are realizing the overall project conceptualization and ensuring that the consultation process leads to a sustainable result.
STATUS QUO Since summer 2023, workshops and other formats for exchange have been taking place which are dedicated to the progress of the project:
SPRIND CHALLENGE We are also performing a SPRIND Challenge in which prototype wallets are implemented. This will serve to review and further refine the architectural concept.
Qualified teams will be supported in testing their wallet prototypes throughout Europe as part of the large-scale pilot project POTENTIAL. The results to date are publicly available on Open CoDE.
This public consultation process is another feature of the project. In an open, participatory, and transparent dialog with representatives from civil society, associations, academia, and administration, the path for this digital infrastructure is being shaped in a joint process.
This is our position as SPRIND, based on the experience of our experts, to contribute to the discussion about the solution space for a German wallet. The aim is to create secure, data-saving and practicable solutions.
