The Sovereign Tech Agency is an organization dedicated to the digital sovereignty of the economy and society. Our mission is to strengthen the foundations of our digital autonomy and secure open digital technologies as the critical infrastructure of the 21st century. Open digital infrastructure is the backbone of the digital world. It is essential for the flow of information, for government, for business, and for innovation, much like roads and bridges in the physical world. The most effective strategy for building this infrastructure is open source software: it is the bedrock on which our digital society is built - powerful, collaborative, and democratic. With a commission from the German Federal Ministry for Digital Transformation and Government Modernisation, we invest in critical software components, develop programs, and create structures that sustainably strengthen the open source ecosystem, including the people behind the code. Our work is unique: we are leading the way on how governments engage with open digital infrastructure and laying the groundwork for how modern societies ensure resilience, technological diversity, and public digital services. Who we are looking for:

We are looking for an IT manager to join the growing Sovereign Tech Agency. You will own our technology environment—keeping it reliable, secure, and well-integrated—and be responsible for both its strategic direction and for day-to-day operational implementation. Working with our leadership team, you will select, implement, and operate the right infrastructure and tools, and make sure they are used effectively across the organization. As the go-to person for all IT matters, you'll work closely with the team, gather requirements, and help people get the most out of the systems we use through clear communication and hands-on support. You will also develop and maintain a clear information architecture, making sure information and files are structured, findable, and usable over time. This includes leading system migrations and developing filing and storage standards. Furthermore, you will be responsible for our technical set-up and continuously improving our IT security, compliance, and processes. The role combines technical implementation, strategic thinking, and collaboration across the organization.

Your Tasks:

  • Build, operate, and continuously improve a secure and reliable IT infrastructure
  • Administer systems, tools, devices, user accounts, and access rights
  • Analyze requirements and implement them in appropriate, sustainable IT solutions
  • Select, introduce, and integrate suitable tools in coordination with the team and leadership
  • Ensure stable IT operations through maintenance, monitoring, and troubleshooting
  • Develop and implement IT security measures and ensure data protection and compliance
  • Plan and carry out backups, updates, migrations, and data recovery
  • Manage external service providers and IT procurement
  • Support and train the team in using IT systems and applications
  • Establish and maintain a clear information system structure and ensure that data remains usable over time

Your Qualities:

  • A degree in computer science or a related field, or equivalent professional or vocational training and experience in IT
  • Proven experience setting up and maintaining structured information systems
  • The ability to provide time-critical support in IT emergencies and to communicate technical issues in a clear, plain-language guidance to non-technical colleagues
  • We're currently building out our IT infrastructure and are looking for someone who is confident with common software applications and quick to get up to speed with new ones. Our stack currently includes, among other tools: Apple MacOS, iOS, Nextcloud, Notion, and Jitsi.
  • High degree of fluency in German and business-fluent in English o Our working language is English, so you must be able to communicate clearly and succinctly in English
  • You’re a team player and enjoy collaborating with coworkers, active and open communication, and both giving and receiving feedback.
  • You’re organized, self-directed, and proactive, working effectively with modern collaboration tools

What we offer:

  • Based on experience and qualifications, the annual compensation for this role (at 40 hours per week) is 73,000 to 86,500 Euro aligned with the TVöD-Bund wage agreement for the public sector.
  • Based in our Berlin office, with occasional work from home possible o We have four in-person team meetings in or around Berlin per year; almost all meetings are scheduled during GMT +1 working hours.
  • 30 days of vacation (based on a 5-day work week)

  • Initial two-year term with the goal of converting subsequently to an open-ended contract
